Presidential Benefits

Presidential grant to persons with disabilities connected with the war or the events of January 20, 1990

In the exercise of international duty in the fighting for the sovereignty and territorial integrity of the Republic of Azerbaijan, on the fulfillment of international obligations in the fighting or in the hostilities, as well as during the military service duties (official duties), as well as the loss of health due to the events of January 20, 1990, the Presidential Decree No. 823 of September 9, 2008, "On the establishment of the Presidential benefits for the persons with disabilities caused by war" with a view to strengthening their social protection and increasing their state care, by mentioning their courage and dedication According to the Decree of the President of the Republic of Azerbaijan dated April 15, 2019, No. 639, the monthly amount of benefit is defined as follows from April 1, 2019:

I group of disability - 250 AZN;

II group of disability - 230 AZN;

III group of disability - 210 AZN

Required Documents:

  • a document confirming the family status of the person for determining the amount of allowance, pension and compensation (family composition of the head of the local executive body on the administrative territorial units or in the field of the administrative district);
  • A copy of the document confirming that the application is submitted by a representative, a power of attorney or a trustee.
  • Extract from the examination report of the medical and social expert commission on disability;
  • Copy of card of the disability caused by war of persons participated in the Great Patriotic War and disabled persons equated to them;

For people with disabilities in connection with the events of January 20, 1990:

Required Documents:

  • a document confirming the family status of the person for determining the amount of allowance, pension and compensation (family composition of the head of the local executive body on the administrative territorial units or in the field of the administrative district);
  • A copy of the document confirming that the application is submitted by a representative, a power of attorney or a trustee.
  • Extract from the examination report of the medical and social expert commission on disability;

Presidential benefit to the family members of the martyrs of 20th January, 1990

Based on the Decree of the President of the Republic of Azerbaijan dated January 19, 2006, No. 350 "On establishment of the Presidential benefit for the 20th January martyr's family", the monthly amount of scholarship was determined at 300 AZN.

Required Documents:

  • a document confirming the family status of the person for determining the amount of allowance, pension and compensation (family composition of the head of the local executive body on the administrative territorial units or in the field of the administrative district);
  • A copy of the document confirming that the application is submitted by a representative, a power of attorney or a trustee.
  •  A copy of the certificate of awarding or the relevant decree of the President of the Republic of Azerbaijan with the title "20 January martyr";
  • copy of martyr's death certificate;
  • information on family members who are eligible to receive a pension (copy of birth certificate, birth certificate, marriage certificate and death certificate of family members who passed away);
  • a reference from the district (city) registration office of the Ministry of Justice of the Republic of Azerbaijan on whether the widow of a martyr has entered the new marriage;

Presidential benefit to the members of the martyr’s family

According to the Decree of the President of the Republic of Azerbaijan dated January 30, 2019 on Amending the Decree of the President of the Republic of Azerbaijan dated December 19, 2006, No. 493 "On the Establishment of the Presidential Benefit for the Martyr’s Family", the monthly amount of the benefit  from 1st February 2019 is 300 AZN.

Required Documents:

  • a document confirming the family status of the person for determining the amount of allowance, pension and compensation (family composition of the head of the local executive body on the administrative territorial units or in the field of the administrative district);
  • A copy of the document confirming that the application is submitted by a representative, a power of attorney or a trustee.
  • a copy of the document confirming martial status;
  • copy of martyr's death certificate;
  • information on family members who are eligible to receive a pension (copy of birth certificate, birth certificate, marriage certificate and death certificate of family members who passed away);
  • Certificate of registration of the district (city) registration office of the Ministry of Justice of the Republic of Azerbaijan on whether the widow of the martyr entered the new marriage.

Benefit of the President of the Republic of Azerbaijan to the persons named to the National Hero of the Republic of Azerbaijan

The Decree of the President of the Republic of Azerbaijan dated February 20, 2005 № 258 on strengthening the social protection of the persons referred to as the National Hero of Azerbaijan and the Decree of the President of the Republic of Azerbaijan dated July 14, 2005, "On the establishment of the Presidential benefit to the National Hero of Azerbaijan" According to the Decree no. 1843, the monthly amount of the benefit was set at 1,500 AZN from March 1st, 2018.

Required Documents:

  • a document confirming the family status of the person for determining the amount of allowance, pension and compensation (family composition of the head of the local executive body on the administrative territorial units or in the field of the administrative district);
  • A copy of the document confirming that the application is submitted by a representative, a power of attorney or a trustee.
  • A copy of the certificate on awarding the title of National Hero of the Republic of Azerbaijan or the relevant Decree or Order of the President of the Republic of Azerbaijan;
  • Copy of the death certificate of the National Hero of the Azerbaijan Republic;
  • information on family members entitled to receive a pension (copy of birth certificate, birth certificate, marriage certificate and death certificate of family members who confirmed their identity with the National Hero of the Republic of Azerbaijan);
  • A reference from the District (City) Registration Department of the Ministry of Justice of the Republic of Azerbaijan about whether the widow of the National Hero is entered into a new marriage.

Monthly scholarship of the President of the Republic of Azerbaijan for honorary titles

In accordance with the Decree of the President of the Republic of Azerbaijan No. 3708 of 22 February 2018 "On Amending the Monthly Scholarships for Honorary Titles" and "Order No.878 of the President of the Republic of Azerbaijan dated July 4, 2005," On Issuing a Monthly Scholarship for Honorary Titles " the amount of monthly stipends for honorary titles  was increased from March 1, 2018  to 150 (one hundred and fifty) AZN for the title "People" and  100 (one hundred) AZN for the title "Honorary".

Required Documents:

  • a document confirming the family status of the person for determining the amount of allowance, pension and compensation (family composition of the head of the local executive body on the administrative territorial units or in the field of the administrative district);
  • A copy of the document confirming that the application is submitted by a representative, a power of attorney or a trustee.
  • a copy of the certificate of honorary title or the relevant Decree or Order of the President of the Republic of Azerbaijan;
  • a reference to a person's work (indicating the budget financing of the institution he / she is employing).

Benefit of the President of the Republic of Azerbaijan to persons with disabilities of 1st group due to general illness and illness during military service, injury and occupational disease, due to being in the zone of military operations, for the reasons of the abolition of the accident at the Chernobyl NPP

According to the Decree of the President of the Republic of Azerbaijan number 642 dated April 15, 2019, the monthly benefit amount from April 1, 2019 is set at 100 AZN.

  • a document confirming the family status of the person for determining the amount of allowance, pension and compensation (family composition of the head of the local executive body on the administrative territorial units or in the field of the administrative district);
  • A copy of the document confirming that the application is submitted by a representative, a power of attorney or a trustee.
  • Extract from the medical certificate of the medical and social expert commission on disability.

Presidential benefit of the President of the Republic of Azerbaijan for the families of killed servicemen killed in the course of international duty in the Soviet Army in Afghanistan

The amount of benefit was increased from March 1, 2019 to AZN 300.

Required Documents:

  • a document confirming the family status of the person for determining the amount of allowance, pension and compensation (family composition of the head of the local executive body on the administrative territorial units or in the field of the administrative district);
  • A copy of the document confirming that the application is submitted by a representative, a power of attorney or a trustee.
  • Reference from the District (City) Department of the State Service for Mobilization and Conscription of the Republic of Azerbaijan on the death of the international troops in Afghanistan as part of the Soviet Union;
  • A copy of the death certificate of a soldier killed in the performance of international duty in the Soviet troops in Afghanistan;
  • A copy of the court's decision to declare a missing soldier missing in the course of the international duty in Afghanistan as part of the Soviet Union;
  • information on family members entitled to receive a pension (copy of birth certificate, death certificate, death certificate of family members who died, lost and died in court in connection with the death of internally displaced person in Afghanistan);
  • A reference from the district (city) registration office of the Ministry of Justice of the Republic of Azerbaijan about the death of a widow of a dead soldier who died and died in court in the course of the international debt in Afghanistan.

 

The Presidential benefit of the President of the Republic of Azerbaijan to those who take care of persons with disability of 1st group or of persons under the age of 18

In accordance with the Order No 992 of the President of the Republic of Azerbaijan dated February 25, 2019 "On Additional Measures to Strengthen Social Protection of Population", instead of the insurance portion of the labor pension for care of people with I group of disability or persons with disabilities under age of 18, benefit of 50 AZN for persons who take care of those persons with disabilities was established.

 

Presidential benefit of the President of the Republic of Azerbaijan for participants of the Great Patriotic War of 1941-1945, as well as for persons who worked for the city's enterprises, departments and organizations during the Second World War, during the siege of Leningrad, and awarded the Leningrad Defense Medal, for the persons awarded with the badge "Living in the Leningrad Siege" (excluding persons with disability caused by war)

In accordance with the Decree of the President of the Republic of Azerbaijan dated April 15, 2019, on Amendments to the Order No. 2320 of the President of the Republic of Azerbaijan dated July 2, 2012, the amount of benefit is set at AZN 150.

For the appointment of the Presidential benefit:

Required document:

  • A reference from the district (city) department of the State Service for Mobilization and Conscription of the Republic of Azerbaijan on the copy of the Great Patriotic War participant's passport or the Great Patriotic War participant;

 

Presidential benefit replacing  the social allowances for utility, transportation and other services, as well as the insurance part to the labor pension of the war participants who served in the warring army

In accordance with the Order No. 992 of the President of the Republic of Azerbaijan dated February 25, 2019 "On Additional Measures to Strengthen Social Protection of Population" Presidential benefit for war participants at amount of 80 AZN was established.
