Supported by the World Bank, the “Employment Support Project” implemented by the Ministry of Labour and Social Protection of the Population aims to expand the self-employment programme based on international best practices and to help unemployed individuals establish small businesses through self-employment activities.
Within the framework of the project, family members of martyrs, war veterans, persons with disabilities, internally displaced persons, recipients of targeted social assistance, women, youth, and other individuals from vulnerable groups registered as unemployed are involved in the self-employment programme, creating opportunities for their access to the formal labour market and decent employment.
Covering the years 2020–2025, the project envisages engaging a total of 22,000 individuals in self-employment activities.
The “Employment Support Project” covers the following areas of activity under its components:
Component 1: Expanding the coverage and effectiveness of the Self-Employment Programme (SEP)
Subcomponent 1.1: Expanding the scale and scope of the programme
Subcomponent 1.2: Providing additional training and business support services for SEP beneficiaries
Subcomponent 1.3: Improving the management and coordination mechanism of the SEP
Component 2: Strengthening employment services and programmes
Subcomponent 2.1: Labour market assessment and preparation of a PTM strategy
Subcomponent 2.2: Awareness-raising, profiling, skills assessment, and job management for jobseekers
Component 3: Project management, monitoring, and evaluation
