The conference was organized jointly by the State Labour Inspectorate Service under the Ministry of Labor and Social Protection of the Population, the State Employment Agency, the State Social Protection Fund, and the Executive Power of Oghuz District.
The conference, dedicated to the "Year of Constitution and Sovereignty," was attended by the head of Oghuz Executive Power, Javid Abdulkadirov, the head of the State Labour Inspectorate Service, Vali Guliyev, the chairman of the State Employment Agency, Sadig Aliyev, the chairman of the State Social Protection Fund, Himalay Mamishov, the deputy chairman of Azerbaijan Trade Unions Confederation, Musa Mirzayev, the vice-president of the National Confederation of Entrepreneurs (Employers) Organizations of the Republic of Azerbaijan, Vugar Zeynalov, representatives of relevant state agencies, and employers.
J.Abdulkadirov emphasized the importance of informing employers about the ongoing reforms in labour, employment, and social protection, the innovative solutions applied in these fields, and the development of social dialogue. M.Mirzayev spoke about the significance of events dedicated to the "Year of Constitution and Sovereignty." He also talked about the measures taken to create safe and decent working conditions and the efforts of trade unions in ensuring the health and safety of workers. V.Zeynalov noted the work of the National Confederation of Entrepreneurs (Employers) Organizations of the Republic of Azerbaijan in improving the business environment in Azerbaijan, enhancing state-private sector dialogue, and protecting the interests of entrepreneurs.
Later, a panel discussion was held, where J.Abdulkadirov, V.Guliyev, S.Aliyev, and H.Mamishov answered questions related to the topic.
J.Abdulkadirov discussed the development of various agricultural sectors in Oghuz, especially wheat farming, tobacco growing, and horticulture. He also pointed out the district’s strong tourism potential, expressing the readiness to provide comprehensive support to entrepreneurs in all areas.
V.Guliyev emphasized that changes in labour legislation, applied digital solutions, and innovative approaches are aimed at preventing violations of labour laws through preventive and proactive measures. He also stated highlighted that the main purpose of the Center is to provide employers with methodological assistance in areas such as the application of labor protection and safety rules at workplaces, supporting innovative technologies, and conducting workplace certifications, as well as offering training and awareness-raising services.
The head of the State Labour Inspectorate Service reported that 57 national standards for labour protection were approved last year, and over 100 standards are expected to be adopted this year. He also mentioned that the "DOST Inspector" and "Model Enterprise" projects are providing support to employers and contributing significantly to strengthening transparency in the labour market and protecting workers' rights.
S.Aliyev provided information on active employment programs and measures taken to ensure the employment of unemployed and job-seeking individuals. He noted that, in order to regulate the labour market and ensure sustainable employment, the State Employment Agency regularly organizes job fairs, vocational training courses, carries out the employment process for the vacancies presented, creates small businesses within the framework of the self-employment program for unemployed and job-seeking individuals, and provides career counseling services to support young people in making the right career choices.
The head of the Agency stated that there is close cooperation with employers in the implementation of active employment programs and provided information about the support projects intended for employers. S.Aliyev also discussed the employment measures carried out for citizens who have special social protection needs and face difficulties in finding employment, as well as the projects implemented to support young people, including those living in rural areas, in accessing the labour market.
H.Mamishov provided information about the recent reforms in the fields of social insurance and social protection in Azerbaijan. He highlighted the innovative approaches applied, the pension system, and the priority goals set in the area of social protection, emphasizing the proactive services provided through electronic infrastructure. The chairman of DSMF drew attention to the importance of social insurance and explained how pension capital is formed and how citizens can monitor it. He also discussed the issue of the payment of pension capital to citizens, which has been accumulated in their individual accounts based on mandatory state social insurance contributions, in case of a social insurance event as stipulated by legislation.
Afterward, the participants answered questions related to the discussed topics. The participants also attended a job fair held in Oghuz. Over 60 vacancies were presented by 13 employers in various fields. A roundtable was also held with entrepreneurs, where questions were answered, and suggestions were heard.
