The monitoring report for 2024 on the implementation of the measures envisaged in the "State Program for the Development of Social Services in the Republic of Azerbaijan for 2023–2026" was discussed at the CAERC.
It should be noted that, in accordance with the Order of President Ilham Aliyev dated August 28, 2023 on the approval of the "State Program for the Development of Social Services in the Republic of Azerbaijan for 2023–2026", the CAEC carries out monitoring and evaluation of the measures envisaged in the State Program.
Opening the meeting with an introductory speech, Executive Director of CAERC Vusal Gasimli emphasized the successful implementation of the State Program and provided general information on the monitoring results of the work targeted for implementation in 2024. He said that providing the population with social services in Azerbaijan in a more qualitative and comprehensive manner is one of the main components of the social policy implemented in the country. For this purpose, numerous legislative acts and decisions have been adopted so far, as a result of which significant progress has been achieved in terms of access to social services by persons belonging to vulnerable population groups and the level of benefiting from these services.
It was noted that the recent amendments to the Law "On Social Services" will further encourage the application of a result-oriented approach. At the same time, it was emphasized that the digitalization of services according to the targets envisaged in the State Program will play an important role in increasing transparency and accountability in the implementation of the program.
Deputy Minister of Labour and Social Protection of Population Hidayat Abdullayev emphasized the importance of organizing such a discussion in the direction of the implementation of the State Program.
He noted that relevant measures are envisaged within the framework of the State Program to increase the quantity and quality of social services provided to vulnerable groups and the accessibility of these services.
The Deputy Minister also brought to attention the reforms carried out in the field of social services in recent years and the achievements achieved. He noted the steps taken to establish social service institutions in accordance with modern requirements, establish new such institutions, improve the quality of social services and expand their scope.
Then, Elnur Alakbarov, Deputy Head of the Economic Analysis Department of CAERC, presented the monitoring results for 2024 within the framework of the State Program, and brought to the attention of the most important projects implemented in accordance with the established priorities, as well as issues that are important for discussion.
After the presentation, detailed information was provided by the heads of the relevant structural divisions of the Ministry of Labour and Social Protection of Population on the ongoing and upcoming measures in relation to the issues raised for discussion. It was noted that the State Program includes targets for establishing a social services system that provides equal participation opportunities for all by the end of 2026, the formation of qualified personnel potential in the field of social services, expanding the scope of social services, etc.
