October 1 marks the International Day of Older Persons.
In line with the Resolution adopted by the UN General Assembly in 1992, October 1 is observed worldwide, including in Azerbaijan, as the International Day of Older Persons.
According to the Law on Social Services, individuals who reach the age of 70 are considered elderly.
National Leader Heydar Aliyev always paid special attention and care to elderly citizens, ensuring the implementation of targeted measures for their social protection. With President Ilham Aliyev’s citizen welfare-oriented policy, significant steps have been taken to strengthen the social protection of the population, including elderly people.
Today, every elderly citizen in Azerbaijan is covered by the social protection system. They are provided with monthly pensions or allowances. Under the President’s instructions, five major social reform packages were implemented between 2018–2025, resulting in substantial increases in social payments, including nearly a threefold increase in the minimum pension, a 2.6-fold increase in the average monthly pension, and a fivefold rise in the volume of allowances and benefits.
In recent years, various initiatives have also been carried out within the framework of the joint project “Building a Society for All Ages: Promoting the Wellbeing of Older Persons in Azerbaijan through Active Ageing,” implemented by the Ministry of Labour and Social Protection of Population and the UN Population Fund at the initiative of First Vice-President Mehriban Aliyeva. These initiatives support the active and healthy lifestyles of elderly citizens.
Currently, nearly 4,000 elderly individuals are provided with social services by the Social Services Agency and the DOST Agency under the Ministry of Labour and Social Protection of Population. Of them, 230 residents live permanently under state care at the Social Service Institution for the Elderly, while 3,750 elderly people receive social and household services in their homes.
All social service institutions, including the Social Service Institution for the Elderly, are equipped with modern facilities. To ensure meaningful leisure time, various activities are organized for the residents, including cultural events, excursions to cultural centres, recreational trips, and more.
