The Ministry of Labour and Social Protection of Population held an event on the theme “The Constitution of Azerbaijan serves to ensure human rights and freedoms, and the well-being of citizens” within the framework of the “Year of Constitution and Sovereignty”.
Representatives of government and non-governmental organizations, parliamentarians, public and political and scientific figures, members of martyrs' families, war veterans, etc. participated in the event. The participants of the event held at the DOST Center for Inclusive Development and Creativity first got acquainted with the exhibition dedicated to the “Year of Constitution and Sovereignty” at the Center.
Minister of Labour and Social Protection of Population Anar Aliyev emphasized that the upcoming June 15 - National Salvation Day - is a day that marks the beginning of Azerbaijan's successes and victories. The Minister said that on June 15, 1993, the return of the Great Leader Heydar Aliyev to the leadership of our republic at the insistent request of our people saved our country from great dangers such as the loss of state independence, civil conflict, and the disintegration of the country. Anar Aliyev brought to attention the important services of the National Leader Heydar Aliyev, the founder of the modern independent Azerbaijani state, in ensuring social development in the country. He noted that the Great Leader signed more than 60 documents to improve the welfare of the population in 1993-2003, and that the average monthly amount of pensions and benefits in the country increased 8 times and the average monthly salary more than 6 times in 1995-2003. He noted that the Great Leader Heydar Aliyev is the author of the first national Constitution of independent Azerbaijan, which serves to ensure human rights and freedoms and the welfare of citizens. In our Constitution, adopted on November 12, 1995, the improvement of the well-being of the people and ensuring a decent standard of living for citizens are declared as the goals of the state.
The Minister noted the important historical achievements of Azerbaijan as a result of the continuation and development of the wise and far-sighted policy of the National Leader Heydar Aliyev at a high level by President Ilham Aliyev. He brought to attention the successes of the successive social reforms implemented in recent years on the instructions of the head of state in our country, which has risen to the peak of victory and fully restored territorial integrity and sovereignty, and the achievements of the DOST concept, which was initiated by First Vice-President Mehriban Aliyeva. He also spoke about the successes achieved in recent years in the field of digitalization of state social services.
Arif Rahimzada, Chairman of the Veterans Council of the New Azerbaijan Party, spoke about the unparalleled historical services provided by the Great Leader Heydar Aliyev for the development of our republic in all areas during the period when he led Azerbaijan. He emphasized that with the return of the Great Leader to power in 1993, our country was saved from great dangers, and that the National Leader Heydar Aliyev led Azerbaijan on the path of long-term development. Abdul Nochuyev, father of the Hero of the Patriotic War, martyr Surkhay Nochuyev, and employee of the State Social Protection Fund under the Ministry, shared his feelings of pride regarding the historic Victory we achieved in the Patriotic War.
Member of Parliament, Chairman of the Committee on Legal Policy and State Building of the Milli Majlis, Ali Huseynli, drew attention to the supreme values contained in our first national Constitution, authored by the National Leader Heydar Aliyev. He emphasized that the Basic Law is a solid foundation for building a legal state and civil society in our country. Professor, Honored Scientist Shahlar Asgarov spoke about the exceptional services of the National Leader Heydar Aliyev in protecting our statehood and national values. He brought to attention the achievements of the successful domestic and foreign policy of the Great Leader, as well as the reforms he implemented in the social, scientific, educational, and cultural spheres. Heroes of the Patriotic War, Lieutenant Colonel Jeyhun Jamalov and reserve officer of the Special Forces, Major Zaur Huseynov, emphasized the glorious path of our army in the battles for the full restoration of the territorial integrity and sovereignty of our country.
The event discussed the role of our first national Constitution, authored by our Great Leader, in ensuring social development, citizen welfare, and strengthening the social protection system in the country. Then, the participants of the event watched an inclusive concert program consisting of performances by the beneficiaries of the DOST Center for Inclusive Development and Creativity.
