A delegation comprising representatives of the Ministry of Labor and Social Protection of the Population and its communication-related structural units paid a working visit to Türkiye. The purpose of the visit was to exchange experience with the relevant institutions of the brotherly country on communication and public relations practices in the fields of labor, employment, and social protection.
During the visit, the delegation paid tribute at Anıtkabir, the mausoleum of the founder of the Republic of Türkiye, Mustafa Kemal Atatürk, in Ankara, and visited the monument to the Great Leader in Heydar Aliyev Park.
They met with the Head of the Media and Broadcasting Department of the Public Relations Department of the Presidential Administration of Türkiye (Türkiye Cumhuriyeti Cumhurbaşkanlığı İletişim Başkanlığı) Dr. Zeynep Zelan, Head of the Strategic Communication and Crisis Management Department Kasım İleri, Head of the Public Relations Department Durmus Ersoy, and Corporate Communication Coordinator Sümeyra Değirmenci. It was emphasized at the meeting that the relations between Azerbaijan and Türkiye, which are at the level of strategic alliance, also create opportunities for successful cooperation in the field of labor and social protection. It was noted that this visit has already begun in a new direction - cooperation on communication in the field of labor and social protection.
The crucial role of communication in the modern era in forming public trust, strengthening state-citizen relations and creating public trust was emphasized, and the sharing of experiences in this area is mutually beneficial. Information was provided on the activities of the Department, the new innovative tools it has implemented (DES, CIMER), and corporate digital systems.
The meeting provided an opportunity for the participants to exchange views and share best practices on the development of strategic communication systems, citizen-oriented service delivery, digital media engagement, the application of artificial intelligence in communication activities, and measures to counter disinformation, among other issues.
The delegation also held meetings with Ramazan Furkan Türkan, Media and Public Relations Advisor at the Ministry of Labor and Social Security of the Republic of Türkiye (Türkiye Cumhuriyeti Çalışma ve Sosyal Güvenlik Bakanlığı), and Uğur Kartal, Media and Public Relations Advisor at the Ministry of Family and Social Services of the Republic of Türkiye (Türkiye Cumhuriyeti Aile ve Sosyal Hizmetler Bakanlığı), as well as with other officials responsible for communication within these institutions.
During the meetings, it was emphasized that the reforms implemented in Azerbaijan in recent years in the fields of labor and social protection, the extensive introduction of digital and proactive services, the DOST concept, and the citizen-centred governance model have fostered innovative approaches to communication in this sector. Representatives of both sides also exchanged information and shared their experiences regarding communication activities, including cooperation with print, broadcast, and digital media, the management of digital communication platforms, media monitoring, content development, and other related areas.
The meetings provided an opportunity to exchange experience on the above-mentioned areas, as well as on communication strategies targeting vulnerable population groups, cooperation mechanisms with non-governmental organizations, the timely dissemination of information, safeguarding public trust, and inter-institutional coordination. The importance of further strengthening cooperation in these areas was also emphasized.
