The new Decree signed by President Ilham Aliyev provides for an increase in benefits and pensions for families of martyrs, people with disabilities, women with more than five children, low-income families and other categories within the framework of the next social reform package implemented since the beginning of this year, and the 5th social reform package since 2018.
According to the new Decree signed, from July 1, 2025:
- The monthly Presidential stipend for the family of a martyr, the family of a January 20 martyr, and the families of soldiers killed in Afghanistan will be increased to — 700 manats;
- The monthly stipend of the President for persons disabled in the war, the events of January 20, the performance of military service duties and military service at the Chernobyl NPP is increased to:
- for 81-100 percent impairment of body functions (I degree) — 600 manats,
- for 61-80 percent impairment (II degree) — 500 manats,
- for 31-60 percent impairment (III degree) — 400 manats;
- The monthly stipend of the President for Heroes of the Patriotic War is increased to — 2200 manats;
The monthly stipend of the President for National Heroes of Azerbaijan is increased to — 2000 manats;
The personal stipend of the President of the Republic of Azerbaijan is increased to — 1700 manats;
The lump-sum allowance for childbirth is increased to — 600 manats;
The lump-sum allowance for funeral expenses is increased to — 600 manats;
Monthly allowance for a disabled child provided to a foster family:
- For a child aged 0-6 — 500 manats,
- For a child aged 7-13 — 600 manats,
- For a child aged 14-18 — 650 manats.
- The allowance for persons with disabilities is increased to:
- For 81-100 percent impairment of body functions (I degree) — 300 manats,
- For 61-80 percent impairment (II degree) — 250 manats,
- For 31-60 percent impairment (III degree) — 180 manats;
- For persons with visual impairment due to 81-100 percent impairment of body functions (I degree) due to general causes, the monthly Presidential stipend is increased to — 350 manats;
- The monthly stipend of the President for persons with disabilities (except for persons with visual impairment) due to 81-100 percent impairment of body functions due to general causes (I degree) is increased to — 250 manats;
- The monthly allowance for each adopted child is increased to — 240 manats;
- The monthly allowance for the loss of the head of the family (for each family member) is increased to — 140 manats;
- The monthly allowance for each child for low-income families (recipients of targeted assistance) with a child under one year old is increased to — 140 manats;
- The monthly allowance for each child for women with more than five children is increased to — 140 manats;
- The monthly allowance for children of servicemen on active military service (for each child) is increased to — 140 manats;
- Monthly allowance for guardians of children who have lost their parents and are deprived of parental care is increased to — 140 manat;
- Monthly stipend of the President for 81-100 percent violation of body functions (I degree) and for those caring for children with disabilities is increased to — 120 manat;
- Monthly pension for persons awarded honorary titles:
- For the honorary title of "People" is increased to — 300 manat,
- For the honorary title of "Honored" is increased to — 200 manat;
It should be noted that within the framework of the new social reform package implemented by the Decree of President Ilham Aliyev dated December 23, 2024, the minimum monthly salary in our country has been increased to 400 manat since the beginning of this year, the minimum pension has been increased to 320 manat since February 1, and all types of pensions have been indexed by 8,1 percent since the beginning of the year.
In total, the next social reform package covers 3 million people, and an additional 1,4 billion manat has been allocated annually to increase their salaries, pensions, benefits, and stipends.
