A briefing was held at the Ministry of Labour and Social Protection of Population on increasing benefits and stipends by the Decree of President Ilham Aliyev dated June 12, 2025.
Deputy Minister of Labour and Social Protection of Population Rashad Mustafayev emphasized that ensuring citizen welfare and strengthening the social protection system are one of the main directions of President Ilham Aliyev's successful policy. By Decrees and Orders of the Head of State, 5 social reform packages covering more than 4 million citizens were implemented in 2018-2025, and the annual additional funds allocated for these reforms amount to 7,6 billion manats.
The President of the Republic of Azerbaijan, by his Decree dated December 23, 2024, brought to attention the increases in wages and pensions within the framework of the social reform package implemented since the beginning of 2025. It was noted that the new Decree also provides for an increase in benefits and stipends.
Thus, from July 1 of this year, the monthly Presidential stipend for the families of martyrs, the families of January 20 martyrs, and the families of soldiers killed in Afghanistan will be increased from 600 manats to 700 manats, and for persons disabled in the war, the January 20 events, the performance of military service duties, and military service at the Chernobyl NPP, the monthly Presidential stipend for persons with disabilities related to 81-100 percent impairment of body functions (I degree) will be increased from 500 manats to 600 manats, for 61-80 percent impairment (II degree) from 400 manats to 500 manats, and for 31-60 percent impairment (III degree) from 330 manats to 400 manats.
The monthly Presidential stipend for Heroes of the Patriotic War will be increased from 2000 manats to 2200 manats, the monthly Presidential stipend for National Heroes of Azerbaijan will be increased from 1800 manats to 2000 manats, the personal Presidential stipend will be increased from 1500 manats to 1700 manats, and lump-sum allowances for childbirth and funeral expenses will be increased from 500 manats to 600 manats. The monthly allowance for a disabled child placed in a foster family is increased from 395 manats to 500 manats for a child aged 0-6, from 415 manats to 600 manats for a child aged 7-13, from 435 manats to 650 manats for a child aged 14-18, from 270 manats to 300 manats for 81-100 percent impairment of body functions (I degree), from 220 manats to 250 manats for 61-80 percent impairment (II degree), from 150 manats to 180 manats for 31-60 percent impairment (III degree).
The new Decree also provides for the increase of the monthly Presidential stipend from 300 to 350 manats for persons with visual impairment due to 81-100 percent impairment of body functions due to general causes (I degree), and from 200 to 250 manats for persons with disabilities due to 81-100 percent impairment of body functions due to general causes (I degree).
At the same time, the monthly allowance for each adopted child will be increased from 200 manat to 240 manat, the monthly allowance for the loss of the head of the family (for each family member) from 120 manat to 140 manat, the monthly allowance for low-income (recipients of targeted assistance) families with children under one year old (for each child) from 100 manat to 140 manat, the monthly allowance for women with more than five children (for each child) from 105 manat to 140 manat, the monthly allowance for children of active military service personnel (for each child) from 120 manat to 140 manat, the monthly allowance for guardians of children deprived of parental care from 120 manat to 140 manat.
The monthly Presidential stipend for those with 81-100 percent impairment of body functions (I degree) and those caring for children with disabilities will also be increased from 100 to 120 manats from the beginning of next month, the stipend for the honorary title of "People" from 200 to 300 manats, and the stipend for the honorary title of " Honored" from 150 to 200 manats.
In general, the social reform package, which began to be implemented at the beginning of this year, covers 3 million people, and an additional 1,4 billion manats have been allocated annually to increase their salaries, pensions, benefits and scholarships.
