Minister Anar Aliyev: “The socio-economic reforms, digital transformation, and strengthened social protection mechanisms implemented in our country have created an important foundation for the green transition.”
The green transition is not limited to technological innovations in energy and industry but also directly affects employment.
Minister of Labour and Social Protection of Population Anar Aliyev stated this at the event held within the framework of the “Baku Climate Action Week 2025” on the theme of “Strengthening International Cooperation, Accelerating Clean and Sustainable Energy, and Ensuring a Just Transition.”
The Minister emphasized that the green economy requires the creation of new jobs, reskilling of the workforce, and increasing competitiveness in the labour market. He highlighted the importance of strengthening social protection and vocational training mechanisms for the successful implementation of this process.
Aliyev drew attention to the achievements of the five major social reform packages implemented between 2018–2025 under the special care of President Ilham Aliyev, which resulted in significant increases in social payments. He also stressed the successful digital transformation in labour and social protection in recent years and the expansion of employment measures.
He noted that significant steps are being taken to build a workforce equipped with the new knowledge and skills needed for the green economy in Azerbaijan. For this purpose, modern training programs are offered in vocational training centres for unemployed and jobseekers in areas such as operation of alternative energy installations, assembly of renewable energy equipment, and installation of wind turbines.
Within the framework of the “Socio-Economic Development Strategy of the Republic of Azerbaijan for 2027–2030,” measures will also be implemented to develop professional and qualification standards for “green professions,” as well as to organize vocational training in skills such as robotics and robotic systems, artificial intelligence, drone technologies, and more.

As part of the “Baku Climate Action Week 2025,” a session titled “Just Transition: Leaving No One Behind” was also held. At the opening, Deputy Minister of Labour and Social Protection of Population Rashad Mustafayev highlighted the impacts of the green transition on the labour market and the key principles necessary for ensuring a fair transition to the green economy.
The session emphasized protecting workers’ labour rights, equipping them with green skills, ensuring inclusiveness in the labour market, supporting vulnerable groups, and the importance of joint efforts for a just transition.
