The Ministry of Labour and Social Protection of Population has placed 47 children with foster families to date.
May 31 is marked as World Foster Family Day in several countries each year. The aim of this day is to highlight the importance of foster families who temporarily raise children deprived of parental care in a family environment and to support them.
With the legislative acts signed by President Ilham Aliyev on July 12, 2023, the foster family institution has officially been implemented in Azerbaijan. The “Foster Family” care model is one of the widely practiced approaches to child welfare worldwide.
This model allows for children who have lost their parents, been deprived of parental care, or placed in institutions by their parents to grow and develop in a family environment under state supervision and with financial support—either temporarily or long-term.
So far, 47 children have been placed with foster families by the Ministry. In line with legislation, agreements have been signed between the Ministry and the foster parents regarding the child’s placement.
Of the children placed in foster care, 18 are boys and 29 are girls.
Of the 47 children mentioned, 25 currently live in Baku city, and 22 live in families in the regions (1 in Agjabadi, 1 in Astara, 1 in Bilasuvar, 1 in Jalilabad, 1 in Ganja, 1 in Goychay, 3 in Goygol, 2 in Khachmaz, 4 in Lankaran, 1 in Shamakhi, 1 in Sheki, 4 in Shamkir, 1 family in Zagatala).
The Azerbaijani government also provides financial support to foster families. Monthly allowances for each foster child are as follows:

Additionally, foster families receive a one-time quarterly allowance of AZN 200 per child to purchase seasonal clothing.
