The participants of the session were informed about the social reforms carried out in our country in recent years, the successes of the COP29 held at the highest level in Baku, and the work to ensure decent settlement, employment and economic activity in our liberated territories.
The 113th session of the International Labour Conference is being held in Geneva (Switzerland) with the participation of government representatives and social partners of the member states of the International Labour Organization (ILO).
Speaking at the session, the head of the Azerbaijani delegation, Minister of Labour and Social Protection of Population Anar Aliyev noted the importance of the report delivered by ILO Director-General Gilbert Houngbo at the opening of the session. He emphasized that this report creates new opportunities for the formation of a pragmatic approach to changes that may occur in the labour sphere against the background of challenges such as the development of artificial intelligence and environmental safety.
The Minister said that despite the negative impact of political and economic processes taking place at the regional and global levels, improving the social well-being of the population in Azerbaijan is the basis of the concept of a strong social state implemented in the country. In recent years, 5 major social reform packages covering 4 million citizens have been implemented in our country, the minimum wage has been increased by 3,1 times, the minimum pension by 2,9 times. There have also been significant increases in the average monthly pension and average monthly wage, and the amount of funds allocated for benefits and scholarships has been increased by 5 times.
Anar Aliyev highlighted the achievements of the Employment Strategy of Azerbaijan for 2019–2030, the expansion of active employment measures, and the implementation of a new model of employment services. He provided information about the advantages and successes of the DOST concept. He noted that more than 150 of the Ministry's 159 services have been fully electronic, 60 of which are provided proactively, and the level of electronicization in the Ministry is 95 percent. Emphasizing the active participation of social partners in the process of social reforms in our country, Anar Aliyev noted that decisions made in this area are evaluated and implemented based on the ILO's tripartism principle.
He noted that the visit of ILO Director-General Gilbert Houngbo to our country on April 14 this year and the meeting with the President of Azerbaijan Ilham Aliyev are a manifestation of the high level of international cooperation of our country in the field of labour and employment. Two Decent Work Country Programs have been successfully implemented between the Government of Azerbaijan and the ILO. We are confident that the next Program will be signed soon and will serve to jointly respond to new challenges in the labour sphere.
Noting that Azerbaijan is committed to strengthening Human Development in accordance with the Sustainable Development Goals, the Minister noted that important decisions were made on the global climate agenda at COP29, which was organized in Baku at the highest level last year, and that COP29 went down in history as the “Baku Leap” by achieving great successes.
Emphasizing the successful implementation of the Great Return Program to our liberated territories, Anar Aliyev said that large-scale restoration and construction work is being carried out in these territories, decent settlement, employment and economic activity are being ensured.
The Minister wished success to this conference, which aims to achieve social justice based on decent work worldwide.
