According to the new “Rules for Monitoring the Quality and Efficiency of Services Provided in Social Service Institutions” approved by the Cabinet of Ministers, a Monitoring group will be established by the Ministry of Labour and Social Protection of Population to monitor the quality and efficiency of services provided in social service institutions.
In addition to the Ministry, the Monitoring group, which will operate on a public basis, will include representatives of the Ministry of Internal Affairs, the Ministry of Health, the Ministry of Science and Education, the Ministry of Youth and Sports, the State Committee for Family, Women and Children Affairs, the Food Safety Agency, the Management Union of Medical Territorial Units and the Baku City Executive Power.
The Group may include representatives of municipalities and non-governmental organizations operating in the field of social services, specialists and experts, upon the proposal of the members of the Monitoring group. Representatives of the Office of the Commissioner for Human Rights of the Republic of Azerbaijan (Ombudsman) and regional centers may participate in the activities of the Monitoring group and receive necessary information on the implementation of the functions of the independent monitoring mechanism established by relevant legislation.
The areas of activity of the Monitoring group include exercising control in accordance with the requirements of other regulatory legal acts regulating the field of social services, conducting analyses of services provided in social service institutions, assessing risks in advance and preparing recommendations for taking preventive measures to prevent future shortcomings, etc. The purpose of the Group is to achieve improvement of the quality and efficiency of services provided to persons (families) in difficult living conditions in social service institutions.
The Monitoring group will consist of at least 9 people and will be reorganized every three years and approved by the Minister of Labour and Social Protection of Population. The Group will be chaired by the Chairman of the Board of the Social Services Agency under the Ministry.
