President Ilham Aliyev approved the Law of the Republic of Azerbaijan on “Amendments to the Law on Social Services” and signed a corresponding decree regarding the implementation of the Law and amendments to some related decrees.
The new legislative acts aim to improve the social service system, broaden its scope, enhance the quality of social services, and increase their accessibility. A new provision has been added to Article 9 of the Law, requiring persons (or families) in difficult life circumstances to respect the honor and dignity of social workers and service providers.
In addition, the phrase “in the same settlement” in Article 19.1 (“Home (mobile) social services are provided, in accordance with the procedure established by the relevant executive authority, to lonely elderly persons, elderly couples, persons with disabilities, and individuals in the terminal stage of illness who do not live in the same settlement as their able-bodied relatives or legal representatives”) has been replaced with “in the same administrative territorial unit in Baku, and in the same administrative district in other cities and regions.”
This change is intended to improve access to home (mobile) social services and to expand the coverage of beneficiaries.
Social-cultural services have also been added to the types of social services under the Law. The goal is to align services provided to people in difficult life circumstances with international standards through improvement and modernization.
The new legislative acts also address enhancements in the oversight mechanisms related to the quality and efficiency of services provided in social service institutions, refinement of the concept of semi-stationary (daytime) social services, and technical adjustments related to deadlines for assessing the need for social services and making decisions about their provision.
