Recent changes to labour legislation, in addition to serving the development of entrepreneurship, reflect more humane approaches to employers.
This was stated by Minister of Labour and Social Protection of Population Anar Aliyev during his speech at the opening of the 6th "Promotional Exhibition of Local Companies" held at the Baku Expo Center, jointly organized by the Small and Medium Business Development Agency and "Marsol Group".
He noted that the scope of conditional application of administrative fines for violations of labour legislation has been expanded, bringing the number of such articles to 10. Employers who commit violations under these articles are given time to eliminate them, and when employees' labour rights are restored, the employer is exempted from paying the fine. This also creates additional incentives for employers to fulfill their obligations regarding employee rights.
The Minister also mentioned that a new draft law is being prepared to introduce conditional application of certain administrative fines. Anar Aliyev stated that as part of the ongoing social reform package, which began earlier this year and is the 5th package since 2018, increases in wages, pensions, allowances, and benefits have been implemented for 3 million people, with an additional annual allocation of 1,4 billion manat for these increases.
He noted that after the Patriotic War, 388 thousand social services were provided to up to 131 thousand people, including members of martyrs' families, people with war-related disabilities, and war veterans, and social payments were increased by an average of 2 times. He noted that in recent years, more than 2 million people have been covered by active employment measures, including more than 750 thousand people provided with decent work, more than 103 thousand people involved in self-employment programs, and 45,6 thousand people involved in vocational training.
The Minister noted that more than 1,6 million employment contracts have already been signed electronically through the “Labour and Employment” subsystem, which accounts for 87% of existing employment contracts. He noted that the concentration of all vacancies across the country on a single platform in the “Labour and Employment” subsystem has a positive impact on expanding employment opportunities for the unemployed and job seekers and on the dynamics of the labour market.
Speaking about the importance of the “DOST Inspector” project for employers, Minister Anar Aliyev said that employers who apply for voluntary participation in the project undergo diagnostic assessments by experts on labour protection and the use of electronic subsystems, the application of labour legislation and human resources management. If existing gaps are identified as a result of the assessments, recommendations are given to resolve them and appropriate training is organized. In this case, no liability measures are applied in connection with the violations detected.
It should be noted that this year's partners of the exhibition, which will be held with the official partnership of "Kapital Bank", are the State Employment Agency under the Ministry of Labour and Social Protection of Population, the Azerbaijan State Advertising Agency and the National Association of Businessmen's Societies. The State Employment Agency is represented with a separate stand at the exhibition, where about 300 local companies demonstrate their products and services, and handicrafts of beneficiaries of the DOST Center for Inclusive Development and Creativity under the Ministry of Labour and Social Protection of Population are also presented.
The participants of the event, which was attended by state officials, entrepreneurs and public representatives, got acquainted with the products and services of local companies demonstrated at the exhibition.
