The transition to the “e-bulletin” system allowed for quality improvement and flexibility in services for the provision of labour and social protection rights

Since May 1 of this year, the compilation of a sick leave in our country in the form of an electronic document has attracted attention with its significant importance.
As a result of the joint work of the Ministry of Health and the Ministry of Labour and Social Protection of Population, the benefits of compiling a sick leave in the form of an e-document are:
- The e-system makes it impossible to open a sick leave retroactively, which prevents any subjectivity and fraud in opening this leave;
- When compiling a table of accounts related to temporary loss of work capacity, there is no need to scan sick leave and upload it to the e-system, this information is automatically reflected in the “Labour and Employment” subsystem (EMAS), and the need to use paper carriers and waste of time are eliminated;
- The employer receives operational information through the EMAS about the opening of a sick leave for an employee, as well as on what date and in which medical institution it was opened;
- the termination of the employee's employment contract is automatically limited until the sick leave is closed;
- the e-document on the sick leave is sent to the State Social Protection Fund in an e-rule regarding the assignment of benefits for temporary loss of work capacity, pregnancy and childbirth and creates the basis for the Fund to assign benefits, the assignment process becomes more flexible;
- when a sick leave is opened in connection with an industrial accident, the State Labour Inspectorate Service receives operational information about this and the investigation process becomes more flexible;
- when sending referrals for disability assessment at the next stage, the information on the sick leave is reflected in the e-system automatically, not manually;
- employers can easily and conveniently obtain e-bulletins from the Social Security Administration, and medical workers from the "e-Health" portal and mobile application.
