Citizens whose benefits and pensions have been increased will receive these payments with an increase starting next month.
New increases in benefits and pensions are another important step towards strengthening the social protection system in our country, confirming that the reforms serving to ensure the well-being of citizens are being successfully continued this year.
This was announced at the recent collegial meeting held at the Ministry of Labour and Social Protection of Population. Minister of Labour and Social Protection of Population Anar Aliyev emphasized that, in accordance with the Decrees and Orders of President Ilham Aliyev, in addition to wages and pensions, benefits and stipends increases have also been implemented for each of the 5 social reform packages that have been implemented consecutively since 2018, covering more than 4 million citizens.
The categories to which the increases mainly apply are families of martyrs, low-income families, people with disabilities, including people with war-related disabilities, women with more than five children, families that have lost the head of the family, and other vulnerable groups. The fact that social payments targeted at these categories are increased under each social reform package, and that significant increases in these payments have been achieved in recent years, is a practical manifestation of the state's special care for them.
It was noted that citizens whose benefits and stipends have been increased will receive these payments with an increase starting next month. In general, the annual funds allocated for benefits and stipends payments increased 5 times in 2018-2025. During the same period, the minimum pension also increased by up to 3 times, and the average monthly pension by 2,6 times. The funds allocated annually for pension payments exceeded 7,2 billion manats for 2025, which is 2 times more than in 2018.
The meeting discussed the work done to further increase the opportunities for integration of persons with disabilities into society. It was noted that with the amendments made to the Law “On the Rights of Persons with Disabilities” this year, new articles were added to the Law on Azerbaijani Sign Language and ensuring access to information for persons with disabilities. It was emphasized that Azerbaijani Sign Language is officially recognized as a language of communication for persons with complete hearing impairments when using the state language orally in our country.
The work on the introduction of the institution of adoption and foster families was brought to attention. It was noted that in 5 months of this year, the Ministry placed 62 children for adoption and 14 children in foster families. The steps taken to improve labour legislation were discussed. It was noted that Azerbaijan was presented as one of the three countries with successful reform experience in women's labour at the 2025 Summer Session of the World Bank Group and the International Monetary Fund, and that the reforms carried out in our country in this area in recent years were cited as an example. It was noted that work on expanding international relations in the field of labour and social protection continues, and draft documents on cooperation in the social sphere with a number of other countries are being prepared.
The meeting discussed employment policy, social security, social insurance and pension provision, adoption, medical and social expertise of persons with disabilities and related legislation, as well as improvement of labour relations, civil service and personnel issues, preparation of draft legal acts, strategic planning and innovations, international relations, public relations, work done and future tasks, and 24 more professional and qualification standards were approved.
