June 15 - National Salvation Day. With the return of the National Leader Heydar Aliyev to the leadership of our republic on June 15, 1993, at the call of our people, Azerbaijan was saved from the threat of losing its state independence and being erased from the political map of the world, as well as from deep socio-political and economic crises. That day was written in golden letters in our history as the National Salvation Day and was the beginning of our country's long-term development path, historical successes, and magnificent victories leading to great prospects as an independent state.
The architect and founder of the modern independent Azerbaijani state, Great Leader Heydar Aliyev, ensured stability and development in the social sphere and formed the social state model and social development strategy of our country. “We must apply the principles of a market economy, give wide access to a free economy and consider it the main path, and direct all of this to improving the welfare and social status of all segments of the population,” said the National Leader Heydar Aliyev, adding that one of the main directions of his state activity was ensuring the welfare of the people and strengthening the social protection system. As a result of his special care for the social sphere, important steps were taken in this area in the 90s of the last century, the state formed a strong social policy course, and important social programs were launched aimed at increasing attention and care for vulnerable groups of the population.
In 1993-2003, the Great Leader signed more than 60 documents to ensure social development and improve the welfare of the population. During 1995-2003, the average monthly amount of pensions and benefits in the country increased 8 times, and the average monthly salary of employees increased more than 6 times. During that period, a legislative framework was formed in our country in the field of labour, employment, and social protection, and for the first time in the CIS, the Labour Code, laws on employment and labour migration were adopted in Azerbaijan in accordance with the era of new socio-economic relations. The first State Program on the Prevention and Rehabilitation of Disability, the Concept of Pension Reform, and the Concept of Demographic Development were prepared and approved. The state body that exercises state control over labour legislation - the current State Labour Inspectorate Service - was established.
The wise and far-sighted policy of the National Leader Heydar Aliyev and the successful socio-economic development strategy are being continued and developed at a high level by President Ilham Aliyev. As a result, Azerbaijan has had a rapid development pace in all areas in the past period, and has achieved great historical successes and victories. In 2020, under the leadership of the President, Supreme Commander-in-Chief of the Armed Forces Ilham Aliyev, the Azerbaijani Army achieved a magnificent Victory by writing a glorious heroic history in the 44-day Patriotic War, and our lands were liberated from the occupation of Armenia that lasted for up to 30 years. Today, great constructive work is being carried out in those territories based on smart concepts.
As a result of the special care of the head of state for the social sphere, who said, "The center of our policy is the citizen of Azerbaijan, his comfort, health and security," social reforms in our country have taken a consistent character and significant achievements have been achieved in the direction of social development in the past period. In particular, 4 social reform packages have been implemented in the last 5 years, making serious progress in ensuring the well-being of citizens. During that period, 4 social reform packages covering more than 4 million citizens were implemented, and approximately 7 billion manats of additional annual funds were allocated for these reforms. As a result, the minimum pension increased by 2,5 times, the average monthly pension by 2,4 times, benefits and pension payments by 5 times, the minimum wage by 2,7 times, the average monthly wage by more than 80 percent, the median wage by 2,2 times, the wage fund by 2,8 times, and 10 new types of social payments were established.
One of the important social protection programs founded by the Great Leader Heydar Aliyev - the program for providing housing to families of martyrs and people with war-related disabilities - was successfully continued and expanded 5 times in the period after the 44-day Patriotic War. In the post-war period, 6 thousand apartments and individual houses were provided to families of martyrs and people with war-related disabilities, and in general 14800 during the previous period. This year, another 1500 apartments and individual houses will be provided. Also, another important social program founded by the Great Leader Heydar Aliyev - the program for providing cars to people with war-related disabilities - is being successfully continued. In total, 7600 cars were presented during the past period.
The glorious path of development that began on National Salvation Day constantly leads Azerbaijan towards new bright historical achievements and victories.
