Every year on May 31, World Foster Family Day is observed in a number of countries, including Azerbaijan. The purpose is to highlight the importance of foster families that temporarily raise children deprived of parental care in a family environment and to support them.
Under legislative acts signed by President Ilham Aliyev on July 12, 2023, the foster family institution was introduced in Azerbaijan. Widely used around the world as an alternative care model for children, the foster family system ensures that children deprived of parental care live, develop, and receive care in a family environment under state supervision and on a remunerated basis for a specified period.
Over the past period, the Social Services Agency under the Ministry of Labour and Social Protection of Population has placed 78 children with foster families. In accordance with the legislation, agreements on the placement of children in foster families were signed between the Agency and the foster caregivers.
Among the children placed with foster families, 34 are boys and 44 are girls. Currently, 41 of these children live with families in Baku, 4 in Absheron District, and 33 in families residing in other regions of the country.
The Ministry also provides monthly social payments to foster families. Foster families receive a monthly allowance of AZN 355 for children under the age of 6, AZN 375 for children aged 7–13, and AZN 395 for children aged 14–18. For children with disabilities, these amounts are AZN 500, AZN 600, and AZN 650 respectively, depending on the age group.
In addition, foster families receive a one-time quarterly allowance of AZN 200 per child to support the provision of seasonal clothing for children placed in foster care.
