He was born in 1981.
In 1997-2000, he received secondary education at Cambridge Regional College (United Kingdom), and in 2000-2003, he completed higher education in Accounting and Finance at the University of East Anglia (United Kingdom).
In 2003-2009, he worked in various positions at the Almaty, Baku, and London offices of Ernst & Young. Between 2010 and 2015, he held different roles at PASHA Holding LLC and PASHA Insurance OJSC. Since 2015, he served as the Director of the State Agency for Mandatory Health Insurance.
Prior to his current appointment, he served as Chairman of the Executive Board of the State Agency for Mandatory Health Insurance.
On January 18, 2025, he was elected President of the Azerbaijan Swimming Federation for the next 4 years.
By the Order of the President of the Republic of Azerbaijan dated April 7, 2026, Zaur Rafik oglu Aliyev was appointed Deputy Minister of Labour and Social Protection of Population of the Republic of Azerbaijan.
