The Action Plan of the “State Program on the Development of Social Services in the Republic of Azerbaijan for 2023–2026,” approved by an Order of President Ilham Aliyev, provides for exploring the possibilities of ratifying Convention No. 102 of the International Labour Organization (ILO) concerning Minimum Standards of Social Security.
For this purpose, a meeting of the working group established by the Ministry of Labour and Social Protection of the Population and comprising representatives of relevant state bodies was held.
The meeting was attended by representatives of the Ministry, the Ministry of Foreign Affairs, the Ministry of Health and the State Agency for Mandatory Health Insurance, the Management Union of Medical Territorial Units, the Azerbaijan Trade Unions Confederation, and the National Confederation of Entrepreneurs (Employers) Organizations.
Head of the working group and Deputy Minister of Labour and Social Protection of the Population Rashad Mustafayev noted that Azerbaijan has acceded to nearly 60 ILO Conventions, including 9 out of the 10 fundamental Conventions. It was also emphasized that last year a new “Decent Work Country Programme for 2025–2029” was signed between Azerbaijan and the ILO.
It was stated that the consistent social reforms carried out in Azerbaijan in recent years have also enabled significant progress in strengthening the social security system.
During the meeting, a presentation was delivered on the work carried out to explore the possibilities of ratifying the Convention concerning Minimum Standards of Social Security, followed by discussions on the matter.
