Minister Anar Aliyev shared information about the social reforms implemented in our country and expressed readiness to share successful experiences.
The 6th Conference of Labour Ministers of the Organisation of Islamic Cooperation (OIC) member states was held in Doha, the capital of the State of Qatar. The conference was dedicated to the theme “Local Experiences, Global Achievements: Success Stories in the Islamic World.”
Minister of Labour and Social Protection of the Population, Anar Aliyev, emphasized Azerbaijan’s important role as an active member of the OIC in promoting Islamic solidarity and values worldwide. He noted that in recent years, Azerbaijan has hosted several high-level OIC events, including the Labour Ministers’ Conferences in 2013 and 2023.
He highlighted the importance of the OIC Labour Centre, established in Baku on the initiative of the President of the Republic of Azerbaijan, Ilham Aliyev, which began operating last year and plays a key role in strengthening cooperation among member countries. He also drew attention to the international events recently organized by the Centre.
The Minister stated that five social reform packages have been implemented in Azerbaijan over the past six years, noting that the protection of workers’ rights and occupational safety remains among the top priorities. Azerbaijan has ratified 59 conventions and one protocol of the International Labour Organization (ILO) and is currently reviewing the possibility of ratifying four additional conventions. Significant progress has also been made in expanding employment opportunities for women. According to the World Bank’s “Women, Business and the Law” report, Azerbaijan’s global ranking improved from 104th to 69th place.
Anar Aliyev pointed out the positive results of measures taken to combat informal employment and noted the introduction of new employment services in line with modern labour market challenges. He emphasized the launch of new active employment programs aimed at supporting job creation. The Minister added that vocational training programs designed to improve workforce skills and career guidance services for preparing youth for the future labour market have been expanded and modernized. Nearly 1,400 professional and occupational standards have already been developed in accordance with international labour market requirements.
He noted that over 90 percent of the 159 services provided by the Ministry of Labour and Social Protection of the Population are now offered digitally and highlighted the success of the DOST model, which has become a new national brand of Azerbaijan.
Anar Aliyev stressed that Azerbaijan has fully restored its territorial integrity and sovereignty and spoke about employment initiatives being implemented for citizens relocated to the liberated territories. He affirmed Azerbaijan’s readiness to share its successful experiences in labour and social protection with OIC member states and to engage in mutual knowledge exchange.
Within the framework of the conference, Anar Aliyev met with Türkiye’s Minister of Labour and Social Security Vedat Işıkhan, Saudi Arabia’s First Deputy Minister of Human Resources and Social Development Abdullah Abuthnain, and Jordan’s Minister of Labour Khaled Al Bakkar.
During the meetings, the importance of exchanging experiences and information on social reforms, employment program implementation, and improving workforce skills and competitiveness in line with labour market demands was emphasized. Discussions were also held on the current state and future directions of bilateral cooperation in the social sphere.
