In recent years, progressive approaches, as well as innovative solutions based on advanced global practices in the field of disability and rehabilitation, have been widely applied. This was mentioned in the infosession held at the Ministry of Labour and Social Protection of Population regarding the work done in the field of disability and rehabilitation.
The Minister of Labour and Social Protection of Population, Anar Aliyev, noted that one of the key areas of social reforms implemented in recent years, based on the instructions of President Ilham Aliyev, is the disability and rehabilitation sectors.
The advantages of the new criteria introduced in July 2022 for disability assessment, which are focused on citizen satisfaction, were highlighted. It was noted that with the application of these criteria, the disability designation is carried out based on the percentage of loss of bodily functions, the number of criteria that justify disability designation has been increased fivefold, and the number of criteria for indefinite disability designation has been increased from 51 to 286.
The reforms and work done in the areas of activity of the State Medical-Social Expertise and Rehabilitation Agency under the Ministry were discussed. Efforts in the field of medical-social expertise services and steps taken to expand the functional capabilities of the "Disability" sub-system were noted.
In recent years, it was stated that a modern rehabilitation system has been established in the country, new rehabilitation centers have been opened, and currently, 17 rehabilitation institutions of the Agency are operating in the capital and regions. The spectrum of services in these institutions has been significantly expanded according to advanced global practices, and in recent years, rehabilitation methods based on advanced world practices, such as robotic and social-psychological rehabilitation, yoga, hippotherapy, "dance ability" (dance therapy), and others, have been applied alongside traditional methods.
As a result of these efforts, it was reported that the annual number of those receiving rehabilitation services has increased significantly from 2018 to 2024.
