The provision of mobile social rehabilitation services to persons with disabilities under the age of 18 is regulated by Article 19.2.6 of the Law of the Republic of Azerbaijan On Social Services (provision of rehabilitation services to persons with disabilities, including persons with disabilities under the age of 18).
Mobile social rehabilitation services are currently provided to persons with disabilities aged 0–6 in the city of Baku (12 districts). The mobile social rehabilitation service is delivered by a multidisciplinary team of specialists. These specialists include a social worker, psychologist, pedagogue, and speech therapists. Each specialist participates in the assessment of a person with a disability under the age of 18 during the initial evaluation. Based on the diagnosis, age characteristics, and behavioral features of the person with a disability under the age of 18, the relevant specialists prepare an individual rehabilitation program for the child. In accordance with this program, mobile social rehabilitation services are provided to the person with a disability under the age of 18 twice a week, for no less than thirty minutes per session.
Mobile social rehabilitation services are provided to persons with disabilities aged 0–6. Parents, relatives, and other legal representatives (guardian, custodian) of persons with disabilities under the age of 18 whose place of residence is the city of Baku, as well as municipalities, non-governmental organizations, and, with their consent, other persons, may apply for mobile social rehabilitation services for persons with disabilities under the age of 18 to the Social Services Agency or its local bodies, the 116 123 Care Call Center, or the Ministry’s 142 Call Center.
