Provision of home-based (mobile) social services

General information

This Regulation has been prepared in accordance with Article 19.1 of the Law of the Republic of Azerbaijan On Social Services and regulates issues related to the provision of home (mobile) social services to lonely elderly persons, elderly couples, persons with disabilities, and persons at the terminal (final) stage of illness who are in need of social services and do not live with able-bodied relatives or legal representatives within the same administrative territorial unit in the city of Baku, or within the same administrative territorial district in other cities and regions.

Home (mobile) social services are provided by a social worker or a social care worker, depending on the nature of the service.

Services provided by a social worker

Services provided by a social worker include the following:

  1. assisting a person in need of social services in obtaining medical and psychological assistance and legal counseling;
  2. assisting in the preparation of guardianship and custodianship documents, and in collecting the necessary documents for placing lonely elderly citizens and persons with disabilities in residential care institutions, as well as for sending children with disabilities to relevant special education institutions;
  3. providing rehabilitation services to persons with disabilities;
  4. developing daily life skills and abilities of children with disabilities, including gross and fine motor skills, communication and cognitive skills;
  5. supporting the social adaptation of children with disabilities;
  6. providing parents with relevant advice for the development of children with disabilities, including training in the use of necessary assistive devices and tools;
  7. assisting with the social inclusion of the family;
  8. carrying out advocacy activities to meet the needs and resolve the problems of children with disabilities;
  9. ensuring the effective organization of leisure time for persons in need of social services.

Services provided by a social care assistant

Services provided by a social care worker include the following:

  1. assisting with meal preparation (including dietary meals);
  2. feeding patients who are unable to care for themselves and washing dishes;
  3. assisting with bathing and hair grooming;
  4. changing bed linen, washing and ironing bedding and clothing;
  5. taking bedding and clothing to and from laundries and dry-cleaning facilities (if available);
  6. carrying out minor clothing repairs;
  7. tidying and cleaning the living space;
  8. purchasing essential food, industrial and household goods;
  9. organizing the payment of rent and other utility expenses;
  10. contacting relevant organizations to meet needs related to heating, fuel and repairs;
  11. maintaining the household yard area;
  12. calling a doctor to the home, purchasing medicines from a pharmacy as prescribed, and accompanying the person to and from medical examinations;
  13. assisting with funeral-related matters in the event of the death of a citizen receiving social services.

Conditions

Social household services are provided by one social care worker to spouses, parents and children, or siblings living in the same dwelling.

Persons with disabilities are registered separately for the provision of home rehabilitation services.

Home (mobile) social services are not provided to persons whose life activities are limited due to contracting socially dangerous diseases.

In which cases is home (mobile) social service provision suspended?

Home (mobile) social services are terminated in the following cases:

  1. when the person in need of social services begins to live with able-bodied relatives or legal representatives within the same administrative territorial unit in the city of Baku, or within the same administrative territorial district in other cities and regions;
  2. when lonely elderly persons or persons with disabilities are placed in state social service institutions;
  3. when the rehabilitation of persons with disabilities is completed;
  4. when the person in need of social services passes away;
  5. in cases stipulated in the social service agreement related to the provision of free-of-charge home (mobile) social services guaranteed at the expense of the state budget, as well as partially paid and fully paid social services.

Application procedure

Home (mobile) social services are terminated in the following cases:

  1. when the person in need of social services begins to live with able-bodied relatives or legal representatives within the same administrative territorial unit in the city of Baku, or within the same administrative territorial district in other cities and regions;
  2. when lonely elderly persons or persons with disabilities are placed in state social service institutions;
  3. when the rehabilitation of persons with disabilities is completed;
  4. when the person in need of social services passes away;
  5. in cases stipulated in the social service agreement related to the provision of free-of-charge home (mobile) social services guaranteed at the expense of the state budget, as well as partially paid and fully paid social services.

Required documents

  • Identity card;
  • Electronic disability certificate issued by the Medical-Social Expert Commission;
  • Document confirming that the citizen lives alone;
  • Extract from the outpatient medical card;
  • Relevant certificate on persons registered at the individual’s place of residence;
  • Medical certificate on health status indicating the absence of infectious diseases and information on mental health condition.
